A peaceful morning in Wiesbaden center:  a sniper starts shooting people passing by randomly. Shortly after this, a spectacular hostage- taking takes place not far from the shooting. Also a bank gets robed and all three offenders can leave the crime without being noticed. 
They  take hostage of the employees and customers of the bank, including Detective Winnie Heller (Lisa Wagner). The kidnappers take their hostages to an isolated old factory. While Heller´s partner Verhoeven (Hans-Jochen Wagner) starts to negotiate with the kidnappers, the young commissar tries to find a way out of this rather invidious situation on her own.
But as the first hostage gets shot and the kidnappers expose the young officer the situation gets out of hand.
