Nightmare Flood - Who Pays? (2002)

What we want to know: Natural catastrophes - who pays?

This production investigates the financial misery suffered by flood victims in eastern Germany and France as a consequence of the recent catastrophe. It reveals that a large portion of the affected population is now in severe difficulties due to the withdrawal of state provision for compensating basic damage such as that caused by storm, flood and earth tremors. Nobody expects a catastrophe, and if one does occur, people tend to place their hopes in state protection and in the willingness of other people to donate to charitable organizations. What are the people who live in the affected areas doing now? How can they as individuals insure themselves against damage which cannot be predicted? Who makes sure that the people who have suffered in such serious cases, due to nothing more than a caprice of nature, really do receive the compensation they deserve? Why have the special funds promised - without bureaucratic delay - during the election period still not reached a large number of people? The film explores these questions.
